Twitter like online collaboration platform -- 2

we need a twitter like only social media platform to be developed with no browser interface. we only need api interfaces that can be consumed by a mobile application. the platform would have subjects and users. users can collaborate on the platform given a subject by commenting, attaching pics, videos etc. Candidates who have worked before on such platforms may apply. We would be open to the tech stack that has to be used.
