Twilio SMS codes to phone from app

I am looking to start an enterprise and need a freelancer to set up Twilio SMS codes to work with a phone from an app. I already have a Twilio account set up and the main use of the SMS codes would be for two-factor authentication. The codes will need to be securely encrypted and able to handle a large quantity of traffic. The freelancer should also be available post-project to provide technical support if needed.
