Truecaller like Post/Pre Caller Id pop-up

I am looking for a developer to create a Truecaller-like caller ID pop-up app that shows information about both incoming and outgoing calls. The app should display the caller's name, number, and photo. However, there is no need for the app to have the ability to block certain numbers.
