Transport Cards Management Mobile App

I am in need of a competent mobile developer who can develop a transport cards management application for both iOS and Android platforms.
The goal of the app is to manage transport (bus) cards for the end users.
The main features of the app are:
1. Create account for user's phone number
2. Add transport cards
3. View the statements of user's transport cards
4. Buy QR code tickets from card balance
