Telegram Viewer App for Hospital Patients

We are looking for an experienced Android developer to create a simple Telegram viewer app for use by hospital patients. The app needs:

Unwanted feature blocking:
Global search action Remove the search icon from the app bar.
Disable TDLib query for search functionality (public chat search, chat search)
Settings and contact list
Exclude buttons from the UI.
Exclude screens or routes for these sections. Intercept TDLib methods like getting contacts and preventing execution.
Create a chat without a floating action button (FAB). No create chat, join via link, or Discover menu options.
Group/Private chat input filter logic in the data collection layer to only allow channel type chats to be displayed.
Settings blocking Disable all navigation leading to account, privacy, notifications, or general settings.
- Be compatible with Android tablets (API 21+).
- Limit functionality to viewing groups and channels you have joined before logging into the app without the ability to join additional groups or channels
- Use Java or Kotlin, preferably compatible with Telegram's open source framework (DrKLO/Telegram).
- Have a simple UI that supports sharing videos and photos from these channels.

This is a non-profit initiative dedicated to providing uplifting content to cancer patients, and our budget reflects this intention. Ideal candidates will have experience working with Telegram/TDLib and fit the meaning of the cause. Please share your portfolio or relevant examples if you are interested.
