Software to generate many 'add to wallet' passes for use on ios/android phones

I have a new business that I am working on and a key component of it is being able to create and issue to clients digital business cards that they access on their phones via the wallet app (ios and android). These business cards will effectively be like any other wallet pass used on phones (eg. flight boarding passes or event tickets).
I need a software that can generate passes (business cards) for different companies and their many employees. My business will own and use this software to easily generate these passes and distribute them to employees via email.
Ideally the software can generate passes with a background design image (eg. Jpg file that has a company logo and colours) and overlay written text from an excel document. Each company will have an excel document that lists their employees line by line. The software should take the background image, then generate a new pass for each line of the excel document. This automation is key as some companies may have hundreds of employees, and manually inputting to create one pass at a time will be labour intensive.
The software should generate a file, link or downloadable pass ('add to wallet') for each line of the excel document (employee of the company). This would be ideally in a format that is easy to email to each of the employees and easily downloaded into their wallet.
The pass should not expire and the pass should be able to be shared without a limit. Data on the amount of times that pass is shared or opened would be great to have if possible.
