Skill Alexa send HTTP GET request command

Hi, i have a device that has 8 out, it has an ip address, like 192.168.1.201
if you send 192.168.1.201/index.htm?out=1 it turns on output1
if you send 192.168.1.201/index.htm?out=2 it turns on output2
...
i want to create a "receipe" into Alexa app that if i say something like "turn on out 1" it execute the "receipe 1" and send the 192.168.1.201/index.htm?out=1 get request
The best is if you can also create a "device" into Alexa app and this device has 8 push button and you can see the output status into Alexa app and send the http get request using voice or using Alexa push button.
To be sure you read all this requirements, when replay, start with "Hi, Andrea..."
