Simple App compatible with Android/iOs

I need a simple App, compatible with Android and IOS, that I can send messages to people who have installed it, messages that I will place, to reach as notifications to users who have the App installed.
If possible done in Flutter, but it can be another language, but one that is compatible.
App must register customers, simple registration, such as name, age, gender.
If possible, also develop a tab for exchanging messages between registered users.
Very clean app, light colors, etc.
