Sales Application Tracker -- 2

I am looking for a developer (preferably an individual) to create an application to log sales and to do surveys with clients. The admin user should be able to set goals/targets for the sales people. More detail about the requirements to be provided at engagement. Please note that the budget for the project is strictly $250.
