SMS & Call Forwarding Android Software -- 2

HI , I'm looking for a highly skilled developer to create an Android software for me. The primary purpose of this software is for testing and development. The software needs to be able to receive both SMS and calls without the need to access or notify the actual mobile sim or phone if possible if not then ok. Also Instead, I would like to access the received SMS and calls via the software and if i can turn the software on and off to avoid functnality problems or other issues - Twilio not allowed ,Thank you
