Reward Points app development in Flutter

Source code of this app will be handed over to us whenever we require. Payment will be made in milestones.
We are looking for an app in flutter and admin panel should be on Php, backend should be on Firebase for booking food on highway dhaba/ restaurants or food courts, hotels or amusement activities.
Where user will book the table on those dhaba or restaurants before reaching there by making some payments or pay on the spot mode.
When user will install our app, it should ask their current location, when user will allow location permission, it should be seen on user's home page always on top like it shows on food delivery or car booking apps.
One mobile number or email i.d can be used only once for registration.
When any user is driving through any area and wants to eat food, our app will show them list of nearby restaurants on app with distance on Google maps, user reviews and ratings, tentative price for 2 people. User can book any table based upon their choice. Once user will book any table, a request will be sent to that restaurant and restaurant then will reply with yes or no, if restaurants will accept the request then customer will get congratulations notification on their app, if Restaurant will decline then user will get sorry notification on their app.
Users should get minimum 20% cashback points on their total billing upto 500 maximum points. Those cashback points can be redeemed as a discount voucher which can be redeemed next time in their total bill. After this transaction is made and reward points received as cashback, there should be a popup message on the app, Congratulations you saved 500 Rupees on this transaction.
After booking is completed, user should get a notification to post a feedback or rating on that particular Restaurant. If any negative feedback is posted, then only customer or admin can remove the feedback.
All users should be given a unique i.d.
There will be an admin panel which will control all the activities of the apps.
Admin should be able to see sales, number of registrations, cashback, promo codes, push notifications, customer support etc.
There should be a customer care panel, where user will be able to connect to our customer care on whatsapp.
Once user will send any requests to customer care, a ticket should be generated.
Backend should be on firebase.
App should be developed on flutter.
Admin panel should be on Php.
There should be Google maps api integrated.
Admin should be able to control all the users.
Admin should be able to see all users including customers or restaurants.
Admin should be able to see total bookings made on any particular dates, month, year or customer date or time range.
Admin should be able to see and download sales reports, see and download discounts offered in specific time or between two particular dates.
Admin should be able to generate tax reports, sales reports of total users or particular users and for that GST Calculation api needs to be integrated.
Admin should be able to edit or reset any user's credentials.
I'll not provide any API, you will have to write API at your own. You will have to show me Figma design of the app and then we will finalize. You will have to integrate SMS API. SMS API activation will be your responsibility.
You will have to upload the app on Playstore and app store with a signing key and handover the key to us.
25% of the total amount will be paid only after work finished upto signup page otp authentication, homepage, categories, back end upto that.
35% will be paid only after finishing all other formalities like selecting restaurant or hotel, select guests, add to cart, apply discount coupons, make payment, receive cashback or rewards, congratulation popup etc.
30% of the project final payment will be made only after removing all the bugs and making app live.
5% will be paid only after handover the code and keys to us.
