Reverse Engineer and Recreate Game App

I am looking to have an iOS and Android game app reverse engineered. I want to see each piece of the inner workings of this app, as well as be able to recompile it with different features and/or designs etc.

Once completed, I want to recreate and launch this game for both iOS and Android.
