Resolve Android SIM Card Messaging Issue

I'm looking for a tech savvy professional familiar with Android devices, specifically a Chatr SIM card. Despite an active plan, I am unable to send text messages. This problem, I believe, is due to sending mass messages and then my sim stopped sending messages but LTE and other functions are working.
Key Tasks:
- Identify the root cause of failed text message transmissions
- Implement a solution to "revive" my SIM card and restore messaging function.
- Confirm the return of full functionality and ensure the issue is wholly resolved.
