Remove all Spyware and Block Hacker from my android phone

My phone has been hacked and Factory Reset does not fix the problem. The spyware installs itself again as soon as the phone is reset. Someone is logging in as guest user on my phone. I no longer have the ability to remove the guest user in settings. The unwanted guest has logged in using Bluetooth, Cast, and wifi-Direct. I have tried to block the hacker by all available options in Settings with no success. I have also tried downloading Security apps, but none can find the spyware.
