Realization and development of language learning application (IOS / ANDROID)

I am looking for a freelance or agency that can develop a language learning application (IOS / ANDROID) application. We can use a pre-established base or one of the open source projects that are online and customize it according to our graphic and content needs.
Attached are some examples of open source products and bases that we can use for the project.
What customizations do we need?
- Graphic customizations
- Customization of content (stories and objectives)
- Added functionality
- Creation of a web administration panel
- Insert animations
