Real Time war game for mobole devices

Creation of a real time war strategy game which is multiplayer. Must also take into consideration user safety and tamper/cheat protection mechanisms. Game should work on android and other mobile platforms.
Full development will be required with provided source codes upon completion. Game must utilize online only gameplay, with multiplayer interactions.
Users locations must remain secret (as much as possible)
