React native expo based app video feature implementation

We have mobile application based on React Native expo. It is social network like threads people doing some posts etc. Now we need to implement video posts part. We have already implemented that staff with expo-video data is in S3 bucket backend sends URL and we are just passing it to expo-video. The issue is that we want to load whole video at once but we need to get video chunk by chunk so app will work with slow internet too. Our tech stack `
Backend - Python Django
Video data comes from - AWS S3
Frontend - React Native Expo (with react packages so we are using dev build to test), SDK 52, everything is in last version
State - Context, Redux
Language - Typescript
What we need to implement
1. Video chunk approach to get chunk by chunk (Our backend dev is ready for any kind of updates)
2. Optimize FlashList to work with any kind of loaded data without lagging for low end devices
3. Optimize video to work with slow internet
After these updates App must keep working very smooth without any issues this is most important part and app is working under pressure so even if user scrolls 2 hours app state management must work perfect so it won't start lagging.

We are not paying by hour we are paying by feature so we will pay if after whole testing this feature works without any issue.
