React mobile app with API for sending SMS from web React app -- 2

My idea is this: I will install the application on my mobile phone, and I will have a web page with a form in the browser that I will send an sms to. The form is connected via an API to an application that sends an SMS from a mobile phone. The application must be able to bypass automatic conversion to MMS. I don't have an API. I want to create a we form that will be connected to this mobile application, which I also need to create.
