RFID Scanner to API

I am looking for a developer who can help me create an RFID scanner to API system. I currently have a mobile scanner that I would like to integrate with my existing system. The RFID is Android based device hence android developer is best suited for this work The primary function of the API will be to integrate with my system, so it is important that the developer has experience with this type of integration. Additionally, I would prefer the API to be programmed in Java.
