RESTful or SOAP API Web Service Development for Android Java App

I'm looking for an experienced backend developer to create a RESTful or SOAP API for my Android Java application.

Key Requirements:
- The API should facilitate data storage and retrieval.
- The API should be written in Java and can be either RESTful or SOAP
- Both the Android app and the Web Service should use SQLite
- The Android app need only be a proof-of-concept that demonstrates reading and writing data to the Web Service API and be able to execute using Android Studio

Ideal Skills and Experience:
- Proficiency in creating RESTful or SOAP APIs.
- Prior experience in developing web services for Android applications.
