Publish App in google play

I am looking for a freelancer to help me publish my Android app on Google Play. I do not have a developer account for Google Play and will need assistance with app optimization and marketing once it is published.

Note/
I've created my Google Play Console account twice, and on both occasions, it was unexpectedly removed with vague explanations.

While my app is successfully published in the App Store without any issues, I've encountered difficulties releasing it on Android.
