Publish App on Play Console

I have a fully developed utility app that needs publishing on the Play Store. As my new Play Console requires 14 days of closed testing, I am looking for an experienced freelancer who owns an old Play Console to publish my app.
Once the app goes live, I will need the app transferred to my new console.
