Proximity Geofence marketing

Hello,
We are looking for a system/ platform to allocate cell phones approaching a fixed station or retail store (50-100 meters radius) :
Using Geofence, the system must detect 100% of all mobile devices, either IOS or android approaching, with NO need to download or interact with the customer ( NO pre-set, opt-in, or app installed - all passive to unknown clients before)
1- Pushing marketing pop-up notifications to occasional, pass-by retail customers' cell phones approaching our retail store within the GeoFence set around the store.
Once detected, an approaching cell, that crosses the fence, the fix station (retail store) will send a popup alert or notification (text or jpeg, link or maybe menu) which will appear on the approaching cell screen + an alarm ring (optional).
For example,
"Welcome to our shopping mall- 15% discount is offered to all pizza buyers in the next 15 minutes"
Or, a passive emergency alert. (" Border ahead- do not enter ")
