Project Vae CIC - Android/VR App Development

Hi there,
I am currently in the market for android/VR app development. I am looking to see who is capable to deliver what I require and how much it will cost.
I am the owner of Project Vae CIC which is a non-profit where we are using in house produced virtual reality field trip style videos (360°) to take patients within the care sector on virtual field trips. The aim is to improve mental health and well-being.
The Android-based app we need is required to work on both an android tablet and virtual reality headsets.
On the VR headset, it simply needs to be a 360° video player (Pico Interactive VR headsets). On the tablet, it needs to remotely control the VR headset (synchronised play between multiple headsets, pause, fast forward). As well as having access to a cloud-based library of videos. Where it can download the videos directly to the VR headsets for future playback.
The app will also need an area for individual user account management and it may also need a payment wall to access.
