Progressive Web App (Job App, Offering Jobs)

I need Progressive Web App for Google Play Store. It's a Job App.
1. I need a job app for Google Play store, which should offer membership (free, paid).
2. I have jobs data (employer company, salary, working hours, YouTube link of this job, etc) in Google sheet .
3. User can search, filter, sort jobs as per different parameters.
4. App user will get push update:
A. When a new YouTube video is posted.
B. A new job notification, after every 6 hours (this I should be able to change).
C. When I create a new offer
5. App data should be updated automatically whenever I update Google sheet by adding new jobs.
6. Membership (Free & Paid)
A. Free - User will get all information. But to get employer company's email address, he has to click it's YouTube video link, listen a code there, submit that code here in app, and then he will see employer company email as text.
B. Paid (2-3 categories will be there). Paid user will get all details (including employer company's email).
7. E-books (pdf) will be listed for sale. User can buy using Paypal/stripe/others. Members get discounts & get downloaded automatically to his email.
8. Basic common things will be there. For example, visitors can automatically register, forget password/auto password recovery options, email subscription, etc.
9. Referral bonus - If a user refers his friend, then app will issue user some benefits (like one free week for getting us paid client - after completion of one month of paid client).
10. If you can add something in it, most welcome.
11. Whatever will be Google Play-Store fee, that I will pay. Please do not add that fee in your bid.
