Productivity App Publishing in Play Store

I'm in need of a specialist with skills and experience in publishing productivity apps in Google's Play Store. Specifically, this project involves a task management app.
Key responsibilities will include:
- Full execution of app publication process
- Setting up a developer account, as I currently don't have one
- Providing console access post publication
