Phone cleaner app

I am looking for a skilled Android app developer to create an Android-based app with the following functionality:

- Detect when the device is connected or disconnected from charging.

- Upon detection, automatically launch an activity that shows a dummy UI (for now).

- I already have a working demo using overlay permissions, but I need to open the activity without requiring any runtime permissions (especially dangerous permissions that need explicit user approval).

- I am aware of Android's background activity launch (BAL) restrictions, but I have noticed that some apps can still open activities even when the app is not in the recent tasks list. I would like to achieve the same functionality.


- Requirements:

- Proficiency in Android development.

- Experience with Android's permission system, background task restrictions, and workarounds for -

- launching activities without user intervention.

- Familiarity with Android power management policies and battery-related event detection.
