"PaperBack" Android App Development

I would like a quote for an app to be created based off of the windows based "PaperBack" software located here: https://ollydbg.de/Paperbak/#4 the creater of the software has provided the source code here: https://ollydbg.de/Paperbak/paperbak-1.10.src.zip My ultimate goal would be to create an android app that allows the user to scan a printed out BMP file on paper, the BMP file to be stored and shareable from within the app, and ultimately for the BMP file to be used to "open bitmap" just like in the "PaperBack" software located here: https://ollydbg.de/Paperbak/#4
My dream is to be able to share files using nothing more than paper books and a phone camera app to share files. currently you can do that with the "PaperBack" software located here: https://ollydbg.de/Paperbak/#4 but I would like it turned into an android app to make it more accessible to the world.
Use Case Example: I would like to print a BMP file on paper of an .STL file for 3d printing, then another user could use their phone's camera to scan the picture of the BMP file to download the .STL file directly to their phone.
The app should include the following additional feature: sharing the interpreted BMP file to share .STL files through books.
