Offline Image Records App Development - [[NO PLACE HOLDER BIDS]]

Brief Project Requirement:
We are building a mobile app with a clean, minimal UI (reference will be provided after NDA).
A well-maintained open-source Flutter codebase (MIT-licensed) has already been shortlisted—no need to start from scratch.
Your main tasks: customize and polish the UI/UX, integrate offline OCR, and ensure the app meets all privacy and functionality goals.
Full access to the codebase and design files will be given after NDA.

Core Features:

Add, edit, and delete records (3–4 text fields, date field, and image attachment per record)
Local data storage (fully offline, no cloud, no login, no internet required)
Searchable and sortable records list
Filter by date/status (e.g., active, expiring soon, expired)
Local notifications/reminders based on the date field
Offline OCR (extract details from images without internet)
Minimal, modern interface (no ads, no unnecessary permissions, no background data tracking)
Platforms: Android required, iOS a bonus
Code must be well-documented and easy to maintain
NDA and IP assignment required before sharing codebase and designs
