Offline Android App with OCR for 7-Segment Utility Meter Reader

We are looking for a skilled Android developer to create an offline Android app and SDK that utilizes OCR (Optical Character Recognition) to detect and recognize 7-segment numbers with a decimal point (.) from a camera feed. The app should function accurately with an accuracy rate above 90%.
Key Features:
Offline Functionality: The app should operate completely offline, without the need for an internet connection.
Camera Integration: On opening, the app should activate the device's camera and display a live feed.
Horizontal Box Overlay: The camera feed should include a horizontal box overlay within which the OCR should function. This box will guide the user to position the 7-segment number correctly.
OCR for 7-Segment Numbers: The app should detect and recognize 7-segment numbers (e.g., digital clock displays, electronic counters) within the horizontal box.
High Accuracy: The recognition accuracy should be above 90%.
Result Display: The recognized number should be displayed on the screen with proper handling of the decimal point.
Deliverables:
Android Application: A fully functional APK file of the app.
SDK: A Software Development Kit (SDK) that includes the OCR functionality so it can be integrated into other applications.
Source Code: Complete source code for both the app and SDK.
Documentation: Detailed documentation on how to use and integrate the SDK, as well as instructions for building and deploying the app.
