Need a rating/analysis app for Smule

I am looking to create an app could be hybrid or native which will take smule users and rate them by unique songs sung, individual performance, ratings by top elite singers etc. This is a fun app so want to make it interactive and only individuals who have done lot of data analysis/processing and using APIs. Absolutely no place holder bids only bids within my budget
