Need a proof of concept android launcher project

Hi there. We are looking for a simple android app to be developed as a proof of concept. What I need is an Android Launcher that allows me to change UI elements from the 'back end' (Assume I have local, shell based access to the Android device in question) - so, ideally, I'd be able to change the wallpaper displayed (as an example) by simply editing an existing XML file that contains that configuration but now points to a new file name for the wallpaper (or URL if its web sourced) - this is simply an example of what I need but seems like it would be the easiest thing for me to demo as a proof of concept. If it requires database injection that's possible as well - again, remember that in this scenario I have constant local access to the device in question (shell access)

Do you think this is something you could help with - especially with the understanding that this will be a much more fleshed out project in the future? Thanks!
