Need to develop a mobile app for ios and android tablet / phone

I want to make an offline Android and ios app landscape. so I have an AV device that can be controlled by GET rest API or by TCP/IP commands. so require an app that can just control it using drag-and-drop. This app should have a setting where one can store the IP address of the device, and as per this IP, One will send a command.
