Need an app where it generates apple and android pass where people can share their URL with NFC

I am looking for a mobile app which will be a hybrid app, and have the functionality of NFC compatibility. The main purpose of this app is to generate pass where people can share their URL with NFC. These generated passes need to be compatible with both iOS and Android devices. Ideally, I am looking for an experienced developer who has solid experience in creating applications with NFC usage, as well as generated pass experience.
