Need a Student-oriented ride sharing app

My team and I would like a ride-sharing app developed that will cater to the needs of students in our hometown and the surrounding area. The need has come about as we would like to be a more client-focused service as compared to Uber or any other app. The app must be available on android,iOs and whatever os Huawei runs on
The specs are as follows:
1. 2 login options (drivers and clients)
2. Signing in using studentID or email - we are liaising with the university for access to their database and that will be communicated later
3. Accurate location updates in real time
4. Background functionality
5. A section to sell ads on offers in the area, from groceries to rental spaces to student deals
6. Minimal data consumption
