Native app to recieve complaints (Arabic)

A native app (android and ios) with complete frontend and backend is needed. The app's main features are as follows.
The UI is entirely in Arabic.
User:
1. Add complain (with attachments)
2. Follow up with complains.
Admin:
1. View and manage complains (Reply, Resolve, etc).
