Native Android App for a classified ads website with dedicated APIs

Our company needs a native Android App for the website incontriamoci.xxx (adult sector!).
The App will have to fetch and show the classified ads of the website, taking them through dedicated APIs that will be provided.
The functionality of the App should be similar to the website.
Compared to the website, additional features must be implemented in the App:
- Real-time GPS in the background
The App must detect the user's position through the GPS, even if the App is in the background, showing notifications on the presence of classified ads on the site that are in the area where the user is located. If the user changes zone, the App should detect him in real time and propose to the user always updated classified ads by issuing new notifications.
- Bubble on screen (draw over other apps)
The App must monitor whether the user visits certain similar classified ads websites on the mobile browser (e.g. Chrome). If a user on one of those websites visits a classified ad that is also present in our App, then the App must display a bubble on the screen, by clicking on which it will be proposed to visit the same classified ad on our App.
At this time, the indicated website already has its own hybrid App, any candidates can try this App to see how it works, as a reference for the native App to be developed.
