NFC app to be used as tap-to-pay solution

I am looking for a skilled NFC developer to create an NFC app that can be used as a tap-to-pay solution. The app will beam the NFC signal and when the user taps their phone onto the phone or tablet which hosts the NFC app, the phone of the user will trigger to open an app or a browser URL.
Requirements:
- Develop an app from scratch that integrates the NFC solution
- The app should be available on both Android and iOS platforms, but that is not a must (could be Android only as well)
Ideal Skills and Experience:
- Experience in developing NFC apps
- Knowledge of tap-to-pay solutions
- Proficiency in Android and (preferably) iOS app development
- Familiarity with NFC read-only and read/write functionality
