Multi-platform File Uploading App Development

I'm in need of a skilled app developer to create a mobile application where my customers can upload three specific files and a selfie. This app will need to be available for both iOS and Android platforms.
MAIN GOAL:
NEED ACCESS TO CUSTOMER CONTACTS. SO THAT I CAN REACH THEM WHEN CUSTOMER IS NOT REACHABLE.
