Multi-Search Government GR App

I need an Android and iOS application to manage data and search from PDF format. The app will have two main search functionalities.

Search Options:
- Dropdown menu: Search by department and subject.
- AI Chatbot: Uses NLP to answer questions and provide information. It will handle both text and scanned PDFs.

Key Features:
- Admin Upload: Admin panel for uploading GRs.
- User Search: User-friendly interface for searching.
