Multi-Platform Scheduling App Development

I'm looking for an experienced developer to create a scheduling app for iOS and Android platforms, tailored for small businesses.

My business has multiple teams of contractors on the road for 3 weeks at a time. I would like to be able to enter scheduling info into an excel sheet type of format and have it generate events on the calendar for my teams to see. Most of our services are either annual or quarterly, so the ability to make reoccurring events is essntial.
I would need admin control for creating and viewing the master schedule, and an employee portal for them to view their individual schedules. The ability for employees to upload before and after photos of each job (similar to the company cam app) would be a huge bonus. In this instance It would be even better if there is also a customer portal so they can see proof of services rendered with a time stamp.
My budget is negotiable depending on the scope of work and quality of finished product.
