Multi-Line Auto Dialer Software Development

I'm looking for a skilled software developer to create an auto dialer software for me. This software should have the capability to call up to 10 numbers simultaneously, with a calling delay, and each call should be dialed out from 5 different numbers. One number should dial 2 numbers at a time and then rotate to the other number.
The software should have the following features:
- An option to upload a pre-recorded message
- An option to add up to 10 different SIP login credentials
- A feature to upload leads from an Excel file
- A mechanism to skip numbers when an outbound call is answered, with the number placed in a small box with an option to add notes.
Additionally, I need a licensing key management system built into the software. The license key should expire after a month, blocking the user from logging in and redirecting them to a page to contact me for license renewal.
The software should have a clean interface, similar to the attached photo, and should ideally be compatible with Windows 10 and Windows 11.
