Modify GPS profile of Android apk

I sell a fitness/health watch device whose features are determined country-by-country according to local regulatory approval.

If I buy this device in Europe, it supports a full range of advanced features.

In USA, my actual location, feature set is more limited.

I am sure this device is closely tracking GPS. I want to change the nature of the embedded GPS query of the apk and set it to use a locaton I specify.

None of the readily available VPN or GPS spoofing apps fuly allow me to have a virtual location in Europe.

I think that by modifying the actual apk will be more successful.
