Mobile app that detects colour change and sends notification

Hello,
I'm looking to develop a mobile app that would detect any changes in colour and then send a notification. Specifically, the changes I'm looking to detect are related to changes in colour on an icon within another app (the app is pokemon go, there is an icon in the bottom right of the game that changes colour to orange to indicate an invite to a raid but doesn't send a notification or sound which is what I want my app to do). When a change is detected, I'd like to receive a push notification. Lastly, I'd like the app to be developed for both iOS and Android.
