Mobile app for towing industry

I am looking for a mobile app developer to create an app for the towing industry. The app should be available on both iOS and Android platforms. Although I do not have an existing design or wireframe, I do have a rough idea of what I want. The key features that I want to include in the app are user reviews and ratings. Additionally, I would like the app to have a drop down feature to search vehicles years, makes, and models, 4x4 or2wd model selection leading to a write up for corresponding vehicle. Hopefully we can find a central database to use
