Mobile app for assault victims

I am looking for a skilled mobile app developer who can create a mobile app for assault victims. The app should be developed for both iOS and Android platforms.
Key features that are crucial for the app include:
- being able to collect data from a users mobile phone (call data, text data, photo data, use of other app data, gps location data) for a period of time specified by the user
- the morning after the app has collected the data, it stores all of it in a timeline
- the morning after the app is activated by the user, the app will send a note asking if the user wants to add any information on top of the data collected or if it wants the data deleted
However, it's important to note that the app is not intended for immediate assistance during an assault. Instead, its main purpose is to collect data on assault incidents.
Therefore, I am seeking a developer with experience in:
