Mobile Imaging App that is counting plates

I am looking for a mobile app for iPad or Android Tablet that takes a photo and then counting items from a bunch of plates, see attached sample image. The image is not original, but shows the idea.
App should identify single plates and mark them to give operater the chance to visual check the count, probably do correction etc.
This project is to get a prototype solution. More advanced project may follow.
