Mobile App with Web Admin Panel

Let me make a small explanation to avoid misunderstanding.
Our system will be only a signal system to show my clients what to do.
If we will slect "buy" from our dropdown, client will see that I recommend him to make a buy.It
is only this.
Main purpose is to show my messages(signals) to my clients. Ofcourse the mentioned messages(signals) will have special format.
To show the signals to my clients, we will send the signals to his mobile app. To send the signals to his mobile app, we will enter the signals to our database (that is in our web admin panel)
There 2 ways to enter the signals to our database.
1.) Manually (no need to use a desktop app and a txt file)
2.) By reading from the txt file that is stored locally in my computer.
