Mobile App - with Transferring data between 2 android devices or between Android and iOS devices

I want to develop a App that can be used to transfer the data /text / images / video from one user to the other
The App will be used by the user to store some set of data on his local phone . Once he collects this data he will have the option to send selected data to anyother user using the same app., the 2nd user will be able to download the data and use the informaton to update his side of the records etc.
Every user registered into this app will need to be registered into a user directory. which will be used during the transfer process.
Ex : It will be like a Whatsapp application. but the job of the app is not only to send data . but additional functionalities.
