Mobile App for Water Delivery Service (android + iOS)

I am looking for a mobile app developer to create a water delivery service app for both Android and iOS platforms. The app should have the following features:
-Making orders: Customers should make the orders through the application. According to the customer location, the customer can select from a list of the only regional stations.
- Push Notifications: Customers should receive notifications on the status of their orders, promotions, and other relevant updates.
- The app should offer 3 types of accounts:
1. Water Station Owner Account: this account can receive the orders, accepts them and transfer the order to one of his registered delivery cars. Each order should contain the customer location and the number of bottles that ordered.
2. Water Delivery Car account: Can accept the orders from the Water Station Owner and make a delivery status.
3. Customer Account: this account can make the orders with his current location or preferred location. The customer can chat with the Water Delivery Station Owner.
I prefer a modern design style for the app that aligns with my brand. The ideal developer should have experience in developing mobile apps with the above features and should be able to deliver the project within 2-3 weeks.
